For document approval workflow: populate just draft documents in the categories

There should be a way to tag documents while suggesting it to approvers. The tag can be - DRAFT.

After this, there should be a way to filter documents based on drafts so that when an approver is looking for new suggested documents, it does not get lost in all the documents present under those categories.
