Email notifications

Offer the ability to subscribe to objects and receive email notifications when an event on the object happens .

For examples

1. Allows users to "follow" DOCman categories or files. When following a category, a user should get an e-mail when someone adds a new document or deletes an old one. Same for files. A user should be notified by E-Mail when he subscribed to a file and the file gets deleted or changed into a newer version

2. When assigning a document to a user notify him through email that there is a new document available for them to download on the website.
